Nj\u00eb shif\u00ebr e till\u00eb d\u00ebshmon se tregu i pronave ka p\u00ebsuar frenim vitin e kaluar.<\/p>\n\n\n\n<p>Shifrat e ASHK d\u00ebshmojn\u00eb se tregu i pronave arriti rritjen maksimale n\u00eb vitin 2021, me zgjerim vjetor t\u00eb transaksioneve prej 44%. Rritja shum\u00eb e lart\u00eb mund t\u00eb jet\u00eb ndikuar edhe nga efekti i baz\u00ebs krahasuese, p\u00ebr shkak se viti i par\u00eb i pandemis\u00eb dhe mbylljet e vendosura soll\u00ebn disa kufizime edhe n\u00eb k\u00ebt\u00eb treg.<\/p>\n\n\n\n<p>Por, viti 2021, solli rritje t\u00eb shpejt\u00eb t\u00eb tregut. Rritja vijoi me ritme dyshifrore edhe n\u00eb vitin 2022, me 14%. Ky vit sh\u00ebnoi edhe pikun n\u00eb numrin e transaksioneve, me 37,900 t\u00eb tilla.<\/p>\n\n\n\n<p>Viti 2023 solli nj\u00eb lloj frenimi, por sidoqoft\u00eb numri i transaksioneve ngelet i lart\u00eb dhe duksh\u00ebm mbi nivelet e periudh\u00ebs 2020-2021.<\/p>\n\n\n\n<p>Megjithat\u00eb, duhet pasur parasysh se nj\u00eb pjes\u00eb e konsiderueshme e transaksioneve n\u00eb tregun e pasurive t\u00eb paluajtshme kryhen edhe n\u00ebp\u00ebrmjet kontratave t\u00eb porosis\u00eb.<\/p>\n\n\n\n<p>Kjo ndodh n\u00eb rastet kur pronat blihen p\u00ebrpara p\u00ebrfundimit ose p\u00ebrpara regjistrimit t\u00eb tyre n\u00eb Kadast\u00ebr, nd\u00ebrsa kontrata e shitblerjes lidhet n\u00eb nj\u00eb moment t\u00eb dyt\u00eb, pas regjistrimit t\u00eb pron\u00ebs.<\/p>\n\n\n\n<p>Duke pasur parasysh volumin e konsideruesh\u00ebm t\u00eb nd\u00ebrtimeve t\u00eb reja n\u00eb vitet e fundit, mund t\u00eb arrihet n\u00eb p\u00ebrfundimin se edhe shitjet me kontrat\u00eb porosie z\u00ebn\u00eb nj\u00eb pjes\u00eb t\u00eb r\u00ebnd\u00ebsishme. Megjithat\u00eb, ecuria e shitblerjeve padyshim jep n\u00eb vija t\u00eb p\u00ebrgjithshme tendencat e tregut.<\/p>\n\n\n\n<p>K\u00ebto tendenca tregojn\u00eb se, ndon\u00ebse tregu i pasurive t\u00eb paluajtshme ngelet dinamik dhe i sh\u00ebndetsh\u00ebm, frenimi filloi t\u00eb shfaqej vitin e kaluar.<\/p>\n\n\n\n<p><strong>Tiran\u00eb, shitjet p\u00ebsuan r\u00ebnie p\u00ebr t\u00eb dytin vit radhazi<\/strong><\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb, shifrat n\u00eb tregun m\u00eb t\u00eb madh t\u00eb pasurive t\u00eb paluajtshme, at\u00eb t\u00eb kryeqytetit, tregojn\u00eb nj\u00eb tendenc\u00eb t\u00eb ndryshme. Numri i transaksioneve t\u00eb shitblerjeve t\u00eb pasurive t\u00eb paluajtshme n\u00eb Tiran\u00eb p\u00ebsoi r\u00ebnie p\u00ebr t\u00eb dytin vit radhazi n\u00eb 2023.<\/p>\n\n\n\n<p>N\u00eb ASHK u regjistruan 20,959 shitblerje, n\u00eb r\u00ebnie me 20%, krahasuar me vitin 2022. Edhe n\u00eb Tiran\u00eb, rritja e tregut e arriti pik\u00ebn m\u00eb t\u00eb lart\u00eb n\u00eb vitin 2021, me 29,355, me rritje prej 43.5% krahasuar me vitin 2020.<\/p>\n\n\n\n<p>Por, pas vitit 2021, numri i transaksioneve paraqitet n\u00eb r\u00ebnie t\u00eb dukshme dhe p\u00ebr vitin 2022, numri i transaksioneve ka zbritur af\u00ebr nivelit t\u00eb vitit 2020.<\/p>\n\n\n\n<p>Por, nd\u00ebrsa n\u00eb periudh\u00ebn 2020-2021, shitblerjet n\u00eb Tiran\u00eb p\u00ebrb\u00ebnin 88-89% t\u00eb numrit t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb transaksioneve n\u00eb vitin 2023, shitjet n\u00eb Tiran\u00eb p\u00ebrb\u00ebjn\u00eb m\u00eb pak se 59% t\u00eb tregut.<\/p>\n\n\n\n<p>Megjithat\u00eb, ekspert\u00ebt e tregut besojn\u00eb se ecuria e kontratave t\u00eb shitblerjes nuk jep nj\u00eb tablo t\u00eb plot\u00eb t\u00eb tregut t\u00eb pasurive t\u00eb paluajtshme.<\/p>\n\n\n\n<p>Shoqata Shqiptare e Pasurive t\u00eb Paluajtshme (NAREA) vler\u00ebson se nj\u00eb pjes\u00eb e madhe e transaksioneve n\u00eb Tiran\u00eb kryhen n\u00ebp\u00ebrmjet kontratave t\u00eb porosis\u00eb.<\/p>\n\n\n\n<p>Kjo ka nj\u00eb logjik\u00eb, duke pasur parasysh edhe fluksin e madh t\u00eb nd\u00ebrtimeve t\u00eb reja n\u00eb kryeqytet gjat\u00eb viteve t\u00eb fundit dhe faktin q\u00eb regjistrimi i k\u00ebtyre pronave n\u00eb kadast\u00ebr k\u00ebrkon koh\u00eb.<\/p>\n\n\n\n<p>Sipas NAREA, nj\u00eb nga arsyet e rritjes s\u00eb k\u00ebrkes\u00ebs p\u00ebr prona t\u00eb nd\u00ebrtuara rishtazi \u00ebsht\u00eb edhe niveli i lart\u00eb i tatimit.<\/p>\n\n\n\n<p>P\u00ebr t\u00eb shmangur tatimin prej 15%, shum\u00eb pronar\u00eb t\u00eb pasurive t\u00eb paluajtshme hezitojn\u00eb t\u2019i shesin pronat ose k\u00ebrkojn\u00eb t\u00eb deklarojn\u00eb \u00e7mime fiktive. Por, ky mund t\u00eb jet\u00eb problem p\u00ebr bler\u00ebsit, ve\u00e7an\u00ebrisht p\u00ebr ata jorezident\u00eb apo p\u00ebr ata q\u00eb e financojn\u00eb blerjen me kredi bankare.<\/p>\n\n\n\n<p>P\u00ebr k\u00ebt\u00eb arsye, NAREA vler\u00ebson se ecuria e p\u00ebrgjithshme e tregut ndryshon ndjesh\u00ebm nga \u00e7far\u00eb tregojn\u00eb transaksionet e ndryshimit t\u00eb pron\u00ebsis\u00eb.<\/p>\n\n\n\n<p>Por, sidoqoft\u00eb, nga t\u00eb dh\u00ebnat e m\u00ebsip\u00ebrme mund t\u00eb arrihet n\u00eb p\u00ebrfundimin se n\u00eb dy vitet e fundit, tregu i pronave po orientohet gjithnj\u00eb e m\u00eb shum\u00eb drejt zonave bregdetare. Sipas INSTAT, PBB me \u00e7mime korrente i k\u00ebtij sektori arriti n\u00eb pothuajse 137 miliard\u00eb lek\u00eb, me rritje reale prej rreth 11.3%.<\/p>\n\n\n\n<p>Edhe sektori i lidhur i nd\u00ebrtimit shfaqi ecuri pozitive dhe regjistroi rritje reale me mesatarisht 9.4% vitin e kaluar. Nd\u00ebrtimi ka shtrirje m\u00eb t\u00eb gjer\u00eb se pasurit\u00eb e paluajtshme rezidenciale dhe tregtare, por megjithat\u00eb ecuria e tij \u00ebsht\u00eb nj\u00eb tregues dhe tendenca e rritjes s\u00eb prodhimit t\u00eb k\u00ebtyre dy grupeve \u00ebsht\u00eb e ngjashme.<\/p>\n\n\n\n<p>Shifrat e INSTAT tregojn\u00eb n\u00eb fakt nj\u00eb ecuri ndjesh\u00ebm m\u00eb t\u00eb mir\u00eb krahasuar me ecurin\u00eb e transaksioneve t\u00eb shitblerjes. Ky mund t\u00eb jet\u00eb nj\u00eb konfirmim i faktit se numri i shitblerjeve nuk jep nj\u00eb tablo t\u00eb plot\u00eb t\u00eb zhvillimeve n\u00eb treg.<\/p>\n\n\n\n<p>Kjo mund t\u00eb jet\u00eb e lidhur me pjes\u00ebn e konsiderueshme q\u00eb z\u00ebn\u00eb shitjet me kontrat\u00eb porosie. Nj\u00eb shpjegim tjet\u00ebr mund t\u00eb jet\u00eb rritja e m\u00ebtejshme e \u00e7mimeve, q\u00eb ka sjell\u00eb rritje t\u00eb volumit t\u00eb sektorit, pavar\u00ebsisht se jan\u00eb raportuar m\u00eb pak kontrata shitjeje.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_316697\"><a href=\"https:\/\/www.monitor.al\/images\/2024\/06\/Real-estate-3-Rritja-reale-ne-sektoret-e-ndertimit-dhe-pasurive-te-paluajtshme-1137.jpg\"><img decoding=\"async\" src=\"https:\/\/www.monitor.al\/images\/2024\/06\/Real-estate-3-Rritja-reale-ne-sektoret-e-ndertimit-dhe-pasurive-te-paluajtshme-1137.jpg\" alt=\"\" class=\"wp-image-316697\"\/><\/a><figcaption class=\"wp-element-caption\"><small>Burimi: INSTAT<\/small><\/figcaption><\/figure>\n\n\n\n<p><strong>NAREA: Duhet ulje e tatimit p\u00ebr t\u00eb ardhurat nga shitja e pronave<\/strong><\/p>\n\n\n\n<p>Megjith\u00ebse sektori i nd\u00ebrtimit dhe aktiviteti i pasurive t\u00eb paluajtshme jan\u00eb rritur p\u00ebrs\u00ebri n\u00eb vitin 2023, t\u00eb ardhurat nga Tatimi mbi t\u00eb Ardhurat Personale mbi transaksionet e pasurive t\u00eb paluajtshme kan\u00eb sh\u00ebnuar r\u00ebnie m\u00eb 2023.<\/p>\n\n\n\n<p>Shifrat e raportuara nga Drejtoria e P\u00ebrgjithshme e Tatimeve tregojn\u00eb se n\u00eb vitin 2023, t\u00eb ardhurat nga tatimi mbi pasurit\u00eb e paluajtshme ran\u00eb n\u00eb 5.45 miliard\u00eb lek\u00eb, n\u00eb r\u00ebnie me pothuajse 23% krahasuar me nj\u00eb vit m\u00eb par\u00eb.<\/p>\n\n\n\n<p>Megjithat\u00eb, sipas shpjegimeve nga organet tatimore, t\u00eb ardhurat nga ky tatim u referohen vet\u00ebm individ\u00ebve dhe personave fizik\u00eb tregtar\u00eb.<\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb, investitor\u00ebt n\u00eb biznesin e nd\u00ebrtimeve, t\u00eb cil\u00ebt jan\u00eb regjistruar n\u00eb organet tatimore si persona juridik\u00eb (shoq\u00ebri tregtare) me objekt nd\u00ebrtimin dhe shitjen e pasurive t\u00eb paluajtshme, nuk jan\u00eb subjekt i tatimit mbi t\u00eb ardhurat personale nga kalimi i s\u00eb drejt\u00ebs s\u00eb pron\u00ebsis\u00eb mbi pasurit\u00eb e paluajtshme, por t\u00eb taks\u00ebs vendore mbi kalimin e s\u00eb drejt\u00ebs s\u00eb pron\u00ebsis\u00eb p\u00ebr pasurit\u00eb e paluajtshme.<\/p>\n\n\n\n<p>Vet\u00ebm investitor\u00ebt n\u00eb biznesin e nd\u00ebrtimeve, t\u00eb cil\u00ebt jan\u00eb regjistruar n\u00eb organet tatimore si subjekte me status person fizik tregtar, jan\u00eb subjekt i tatimit mbi t\u00eb ardhurat personale nga kalimi i s\u00eb drejt\u00ebs s\u00eb pron\u00ebsis\u00eb mbi pasurit\u00eb e paluajtshme.<\/p>\n\n\n\n<p>Kur pron\u00ebsia e pasuris\u00eb s\u00eb paluajtshme kalohet p\u00ebr her\u00eb t\u00eb dyt\u00eb e n\u00eb vazhdim, p\u00ebr efekt t\u00eb llogaritjes s\u00eb fitimit kapital t\u00eb realizuar llogaritet vet\u00ebm diferenca midis vler\u00ebs s\u00eb shitjes s\u00eb fundit dhe vler\u00ebs s\u00eb blerjes e p\u00ebrcaktuar n\u00eb kontrat\u00ebn paraardh\u00ebse t\u00eb k\u00ebsaj pasurie.<\/p>\n\n\n\n<p>N\u00eb momentin e transaksionit t\u00eb shitblerjes s\u00eb nj\u00eb pasurie t\u00eb paluajtshme aplikohen taksa mbi kalimin e s\u00eb drejt\u00ebs s\u00eb pron\u00ebsis\u00eb s\u00eb paluajtshme dhe tatimi mbi t\u00eb ardhurat personale nga kalimi i s\u00eb drejt\u00ebs s\u00eb pron\u00ebsis\u00eb s\u00eb paluajtshme.<\/p>\n\n\n\n<p>Pavar\u00ebsisht k\u00ebsaj, NAREA vler\u00ebson se r\u00ebnia e ndjeshme e t\u00eb ardhurave nga tatimi mbi shitjet jan\u00eb d\u00ebshmi e informalitetit dhe deklarimit t\u00eb \u00e7mimeve fiktive n\u00eb kontratat e shitjes. Sipas NAREA-s, kjo ndodh p\u00ebr shkak t\u00eb nivelit t\u00eb lart\u00eb t\u00eb tatimit mbi t\u00eb ardhurat nga shitja e pasurive t\u00eb paluajtshme.<\/p>\n\n\n\n<p>Sipas NAREA-s, \u00ebsht\u00eb e domosdoshme q\u00eb shkalla tatimore p\u00ebr k\u00ebt\u00eb kategori t\u00eb ardhurash t\u00eb ulet p\u00ebrfundimisht, n\u00eb nivelin e 3%, t\u00eb parashikuar n\u00eb procesin e fundit t\u00eb rivler\u00ebsimit.<\/p>\n\n\n\n<p>Nj\u00eb ulje e tatimit, sipas NAREA-s, do t\u00eb ndihmonte tregun e pasurive t\u00eb paluajtshme dhe do t\u00eb ulte informalitetin dhe deklarimin e \u00e7mimeve fiktive n\u00eb k\u00ebt\u00eb treg.<\/p>\n\n\n\n<figure class=\"wp-block-image\" id=\"attachment_316698\"><a href=\"https:\/\/www.monitor.al\/images\/2024\/06\/Real-estate-4-PBB-me-cmime-korente-Aktivitete-te-pasurive-te-paluajtshme-1137.jpg\"><img decoding=\"async\" src=\"https:\/\/www.monitor.al\/images\/2024\/06\/Real-estate-4-PBB-me-cmime-korente-Aktivitete-te-pasurive-te-paluajtshme-1137.jpg\" alt=\"\" class=\"wp-image-316698\"\/><\/a><figcaption class=\"wp-element-caption\"><small>Burimi: INSTAT<\/small><\/figcaption><\/figure>\n\n\n\n<p><strong>BSH: Rritja e \u00e7mimeve ka frenuar<\/strong><\/p>\n\n\n\n<p>\u00c7mimet e banesave n\u00eb gjasht\u00ebmujorin e dyt\u00eb t\u00eb vitit t\u00eb kaluar p\u00ebsuan r\u00ebnie me 7.6% krahasuar me gjysm\u00ebn e par\u00eb t\u00eb vitit.<\/p>\n\n\n\n<p>Sipas indeksit Fischer t\u00eb llogaritur me frekuenc\u00eb 6-mujore nga Banka e Shqip\u00ebris\u00eb, me baz\u00eb vjetore, \u00e7mimet rezultuan ende n\u00eb rritje, por shkalla e rritjes vjetore u ngadal\u00ebsua n\u00eb 3.2%, nga 16.6% q\u00eb kishte qen\u00eb rritja e tyre vjetore n\u00eb fund t\u00eb vitit 2022.<\/p>\n\n\n\n<p>Indeksi i \u00e7mimeve p\u00ebr pronat e shitura n\u00eb Tiran\u00eb regjistroi r\u00ebnie prej 10.1% ndaj 6-mujorit t\u00eb par\u00eb t\u00eb vitit, nd\u00ebrsa ishte vet\u00ebm pak m\u00eb i lart\u00eb n\u00eb krahasim me vler\u00ebn e nj\u00eb viti m\u00eb par\u00eb.<\/p>\n\n\n\n<p>N\u00eb 6-mujorin e dyt\u00eb t\u00eb vitit 2023, rreth 26% t\u00eb banesave t\u00eb shitura jan\u00eb raportuar t\u00eb blera nga shtetas jorezident\u00eb. Nga k\u00ebta, rreth 2\/3 rezultojn\u00eb shtetas t\u00eb vendeve t\u00eb Bashkimit Europian.<\/p>\n\n\n\n<p>N\u00eb t\u00ebr\u00ebsi, sipas Bank\u00ebs s\u00eb Shqip\u00ebris\u00eb, pesha e bler\u00ebsve jorezident\u00eb \u00ebsht\u00eb rikthyer n\u00eb rritje pas nj\u00eb ecurie n\u00eb r\u00ebnie q\u00eb prej vitit 2020.<\/p>\n\n\n\n<p>Financimi n\u00ebp\u00ebrmjet kredis\u00eb bankare ka vijuar t\u00eb figuroj\u00eb n\u00eb nj\u00eb pjes\u00eb t\u00eb mir\u00eb t\u00eb shitjeve t\u00eb pronave. Sipas agjent\u00ebve, ashtu si n\u00eb periudh\u00ebn e kaluar, rreth 60% e pronave p\u00ebr banim dhe e atyre p\u00ebr p\u00ebrdorim tregtar t\u00eb shitura prej tyre jan\u00eb bler\u00eb me hua bankare. Nga k\u00ebto, n\u00eb 60% t\u00eb rasteve, kredia ka mbuluar deri n\u00eb 60% t\u00eb vler\u00ebs.<\/p>\n\n\n\n<p>Koha mesatare e shitjes s\u00eb banesave n\u00eb rang vendi u rrit shum\u00eb leht\u00eb n\u00eb 10.9 muaj nga 10.6 muaj n\u00eb vrojtimin e m\u00ebparsh\u00ebm.<\/p>\n\n\n\n<p>N\u00eb rastin e Tiran\u00ebs, koha mesatare e shitjes \u00ebsht\u00eb raportuar e ulur ndjesh\u00ebm, n\u00eb 8.3 nga 10.5 muaj. Koha mesatare p\u00ebr shitjet n\u00eb zonat bregdetare u rrit leht\u00eb n\u00eb 10.9 muaj, nd\u00ebrsa p\u00ebr zonat e tjera, koh\u00ebzgjatja e shitjes ishte duksh\u00ebm m\u00eb e lart\u00eb sesa n\u00eb gjasht\u00ebmujorin e kaluar, nga 10.9 n\u00eb 13.6 muaj.<\/p>\n\n\n\n<p>Numri i banesave t\u00eb reja t\u00eb regjistruara nga agjent\u00ebt paraqet nj\u00eb r\u00ebnie t\u00eb leht\u00eb n\u00eb krahasim me periudh\u00ebn paraardh\u00ebse. Lejet e nd\u00ebrtimit u rrit\u00ebn p\u00ebr t\u00eb tretin vit radhazi, t\u00eb nxitura sidomos nga segmenti i nd\u00ebrtimeve rezidenciale.<\/p>\n\n\n\n<p>Megjithat\u00eb, numri i lejeve p\u00ebr pallate (nd\u00ebrtesave me tre ose m\u00eb shum\u00eb kate) ra n\u00eb 218, 4% m\u00eb pak krahasuar me vitin 2022.<\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb, numri i lejeve p\u00ebr nd\u00ebrtesa jorezidenciale u rrit n\u00eb 311, nga 307 q\u00eb kishte qen\u00eb nj\u00eb vit m\u00eb par\u00eb.
